The government is set to recommend the relaxation of local media ownership rules in a bid to help newspaper groups hit by the economic downturn, MediaGuardian.co.uk predicts today.
It says Lord Carter, the new minister for communications, technology and broadcasting, is expected to approve consolidation in local media markets in order to save further jobs from being cut.
The policy change could be one of the recommendations in Lord Carter's interim Digital Britain report which is due to be published this month, MediaGuardian.co.uk claims, and would focus on helping newspaper groups by allowing them to acquire local radio and TV stations as well as expanding their online presence.
The Scotsman has reported that Trinity Mirror has been lobbying for a relaxation of the media ownership rules so that regional groups can merge titles.
